So, as it says, this one is a plush Pooh Bear who's wearing a Stitch costume.
Also (as you might be able to tell from the "ON" button on his left paw) he's a mechanical toy. He walks around. I think the translation states that he plays "Twinkle Twinkle Little Star" as he walks.
As for why Pooh Bear would spend his off hours walking around the Hundred Acre Wood dressed as Stitch ... well, your guess is as good as mine.
